Position Summary.

The Treasury Coordinator’s main focus will be on the cash flow coordination of Relief International mission in NWS.

Your role will be verifying all of the payments submitted by the Operations department, HR and programs departments after they are reviewed by the Finance Assistant/Officer and before sharing them with the proper payment channel. As per the authorization, this position will be responsible for approving the transactions posted on the accounting system by the Finance Officer.

You will lead the social security calculation exercise and making its payments. In addition, you will lead and liaise the communication with the certified public accountant and lawyer regarding the financial aspects.

The position will be responsible for the review and preparation of the monthly projections to be inserted in the monthly BVAs; in addition, it will be responsible for verifying the state reports prepared by the Finance Assistant.

ESSENTIAL RESPONSIBILITIES AND DUTIES

Accountability and Complexity

Ensure proper booking, accounting procedures and principles are followed.
Ensure all vouchers and backup are in line with the donors’ requirements and RI policies and procedures.
Ensure all the accounting entries and procedures are aligned with the Turkish law’s requirements.

Accounting

Daily review for the accounting entries and statements and report any discrepancies.
Prepare the monthly reconciliations.
Calculate the monthly exchange rate and ensure the correct application of the rates.
Review the monthly accruals and GL transactions.
Prepare the monthly financial report for the Türkiye accounting books.

Legal Liabilities

Facilitate the monthly review of the vouchers with the CPA and provide all the necessary inputs.
Review the monthly withholding tax returns, stamp tax returns and social security returns and pay their bills timely.

Payroll

Review the monthly payroll for Türkiye based staff and release the pay checks in coordination with the Finance Manager.
Ensure the SGK calculation is correctly reflected on the payroll.
Ensure the severance and insurance are accurately calculated and post them on the system.

Cash and bank management

Follow up on the bank transfers and report any challenges and respond to the bank questions including the compliance ones in coordination with the Deputy and Finance Manager.
Manage the currency exchange requests to maintain sufficient liquidity.
Lead the relation with the banks and explore opportunities of having contingent bank accounts.
Ensure the monthly request for funds is accurately prepared and shared with the management.

Budget VS Actual

Create task orders for the new projects in alignment with the coding structure.
Design multi-currency BvA templates for new projects based on approved budgets.
Contribute to preparing the monthly BVA and shared costs projections for all grants.

Other

Verify the PTT payments’ process and ensure the clearance accurately is posted on the system.
Lead the statutory audit and contribute to the other audit missions.
Contribute to the tendering processes announced by the OPS department.
Provide training and technical support to the Finance Assistant and Officer.

QUALIFICATIONS & SKILLS REQUIREMENTS

Skills, knowledge and expertise required for the role.

Essential criteria

Fluent in spoken and written English.
University degree in accounting, economic, management or any related specialization.
5-10 years’ experience in the finance field.
5 years’ experience in the humanitarian finance domain.
Committed and able to work under pressure.
Presentation skills and coaching skills.
Advanced knowledge on the Turkish taxes and social security calculations.

Desirable criteria

Holder of a CPA certificate.
Familiar with NetSuite Oracle system.
